Union Cabinet Approves Kovind Panel's Proposal for Simultaneous Elections: A Step Towards Electoral Reforms

The Union Cabinet has accepted the recommendations of a high-level committee, led by former President Ram Nath Kovind, to hold simultaneous elections for the Lok Sabha and State Assemblies as the first step, followed by municipal and panchayat polls within 100 days of the general election. This move is seen by the government as a way to strengthen democracy and ensure cleaner, more efficient elections.
Prime Minister Narendra Modi praised the decision as a significant step toward making democracy more vibrant and participative, while Home Minister Amit Shah emphasized its potential to promote financial efficiency and boost economic growth. However, Congress President Mallikarjun Kharge strongly opposed the idea, labeling it as impractical and anti-constitutional, arguing that it goes against the principles of federalism.
An implementation group will be formed to move forward with the recommendations, which include significant constitutional amendments. These include changes to Article 83 and Article 172, which pertain to the duration of the Houses of Parliament and State legislatures, respectively. Additionally, a common electoral roll is proposed, requiring coordination between the Election Commission of India (ECI) and State Election Commissions (SECs).
While the recommendations include 18 constitutional amendments, most won't require ratification by State Assemblies, though any amendment Bill will need a two-thirds majority in both houses of Parliament. The process is set to move forward following legal formalities, with no fixed timeline yet for implementation.
